Most consultants and recruiters charge for outcomes they don't fully own. Closed deals depend on your product, your pricing, your negotiations. Candidate retention depends on the manager, the culture, the work itself. Promising those outcomes either traps the vendor in unwinnable commitments or makes the contract dishonest.
